Mr. Sanger’s legal and consulting practice focuses on energy, administrative, and public utility law. He represents energy trade associations, municipalities, electric cooperatives, irrigation districts, end-use industrial and commercial consumers, investor owned natural gas and water utilities, and renewable and cogeneration electricity producers. Mr. Sanger advises hydro, biomass, geothermal, wind, solar, cogeneration, and other electricity generators on a wide variety of transactional matters, including negotiating power purchase agreements, interconnection agreements, wholesale power sales, resource development and sales, and other matters. He has a lengthy background representing end-use industrial, commercial, and irrigation customers in all facets of retail rates and service quality. Mr. Sanger represents clients in energy and utility matters before state and federal courts, state public utility commissions, the Federal Energy Regulatory Commission, and the Bonneville Power Administration. Mr. Sanger is also an adjunct instructor at Lewis and Clark Law School, and in Portland Community College’s Paralegal Program.

Mr. Sanger previously practiced with the law firm of Davison Van Cleve. He represented industrial energy users, qualifying facilities, trade associations, and public utilities on regulatory and litigation matters before state and federal regulatory commissions and courts. Mr. Sanger also worked as a law clerk in the energy and public utility field for both the law firm Duncan, Weinberg, Genzer, & Pembroke and the Bonneville Power Administration, and as a law clerk on migrant farm worker issues for the Oregon Law Center.

Mr. Sanger graduated from Lewis and Clark Law School in Portland, Oregon in 2000 with cum laude honors and an Environmental Law Certificate, and from World College Institute of New College of California in 1995 with a bachelor’s degree in the Humanities with an emphasis in International Environmental Studies.

Julie McKinnon

Julie joined the Coalition staff in 2014. She has been a part of the Coalition through her employment with Lacomb Irrigation District.  She has experience both as the office Secretary, bookkeeper and maintaining the Districts hydro operations.  She brings a strong support of the future of the Coalition in regards to participating in the promotion of new members, and allocations.  


Brandon Weaver

Brandon joined the Coalition in August of 2012. He earned his MBA at California State University, Fresno and his BA in History and Political Science at Vanguard University of Southern California. Brandon has over ten years of finance and real estate experience and six years in non-profit management. He also works for Habitat for Humanity. He and his wife are the proud parents of three elementary aged kids and reside in Colorado. In his free time he loves sunny playground days, reading really good stories and piling into the car for family road trips. He and his wife are ready for their next extended trip to Ireland or Greece.


Michael Beanland

Mike Beanland established Willamette Power Engineering, Inc. in 2014 while looking forward toward a productive and independent non-retirement. 

Mike is experienced in engineering related to the design, analysis, and construction of power substation components and systems; commercial building power and lighting systems; airport facility and navigation equipment powering; and knowledgeable in the planning, design, and analysis of electric power distribution systems.

Mike has a special interest and forte in assisting photovoltaic power system developers through the interconnection process, being able to use his utility experience to provide the interpretation of utility company requirements into language developers can comprehend. Mike is the Electrical Engineer of Record for many small and large photovoltaic power projects in CA, OR and WA.

Willamette Power Engineering (WiPoEn) is based in Vancouver, Washington, where Mike lives with his wife, the owner of a specialty software company, and where his children, grandchildren, and great-grandchildren live nearby. Mike is also owned by a largish tabby cat who enjoyes participating in Zoom meetings.


Joni Sliger

Ms. Sliger represents clients and provides advice, research and analysis in administrative, energy, and public utility law matters.

Ms. Sliger brings a strong background in utility regulation and energy policy. She previously worked as a fellow at the Regulatory Assistance Project where she supported the U.S. and India teams in assisting and advising regulatory commissions. She also worked as a fellow at the Green Energy Institute of Lewis and Clark Law School where she analyzed state-level renewable energy policies.

Ms. Sliger graduated from Lewis and Clark Law School in 2017, where she received her J.D., cum laude, and LL.M., magna cum laude, in environmental, energy, and natural resources law. At Lewis and Clark Law School, she served on the editorial board of Animal Law Review. She received her Bachelor of Arts in global environmental change and sustainability with honors from Johns Hopkins University in 2012.

Ms. Sliger enjoys reading, hiking, playing bridge, and spending time with her family.

Ellie Hardwick

Attorney at Law

Ms. Hardwick provides research and analysis in energy, administrative, and public utility law.

Ms. Hardwick has a strong background in energy law and policy. She previously worked at North Carolina Sustainable Energy Association as a legal extern working on various proceedings before the North Carolina Utilities Commission and helped draft appellant briefs before the North Carolina Court of Appeals. She also worked as an energy clinician on community solar projects and a research associate at the Institute for Energy and the Environment at Vermont Law School.

Ms. Hardwick graduated from Vermont Law School in 2021, where she earned her J.D., cum laude, and her Masters in Energy Regulation and Law, with distinction. She graduated from North Carolina State University in 2018, where she earned a double major in Environmental Science – B.S., summa cum laude, and Political Science – B.S., summa cum laude, with minors in Renewable Energy Assessment and Economics. Ms. Hardwick studied abroad at Danish Institute for Study Abroad taking classes in renewable energy and climate change science.

In her free time, she enjoys hiking and camping, spending time with her dog, attending concerts, and watching new tv shows or movies.

Dustin Prater

Mr. Prater is responsible for paralegal services for Sanger Law. Mr. Prater graduated cum laude with a bachelor’s degree in history from Mercer University and is currently enrolled in the Paralegal program at Portland Community College.

Mr. Prater enjoys hiking with his dog, reading, and playing Dungeons and Dragons.

Lloyd Reed

Mr. Reed has over 40 years of experience in the United States energy markets in the areas of hydroelectric systems planning and operations, power marketing and trading, power systems modeling, energy risk management, wind plant integration analyses, economic cost/benefit analysis, electric utility load/resource planning, renewable energy project evaluation, business development, and regulatory affairs. Mr. Reed has significant hands-on experience in dealing with the complex issues associated with the operation of the multi-owner Pacific Northwest hydroelectric system and he has been actively involved in regional hydro project coordination efforts including the Pacific Northwest Coordination Agreement and the Mid-Columbia Hourly Coordination Program.

Mr. Reed has acted as an Expert Witness in several Federal Energy Regulatory Commission proceedings and a United States Ninth Circuit Court proceeding regarding the detailed workings of the Pacific Northwest wholesale power markets, a dispute regarding a bilateral wholesale power exchange contract, and the pricing of power produced from a Tribally-owned hydroelectric facility located in Montana. In addition, Mr. Reed acted as an arbitrator in a contract dispute regarding the pricing of wholesale power produced at six hydroelectric projects located in Washington State.

Mr. Reed is currently the President of Reed Consulting and provides professional consulting and expert witness services to various clients in the electric utility industry.
