WHO WE ARE

Renewable Energy Coalition (REC or Coalition) was established in 2009, and is comprised of over 40 members that are small qualifying facilities (QFs) who own and operate nearly fifty QFs in the NW and adjacent states. Our members are irrigation districts, water districts, corporations, small utilities, and individuals. REC is the premier expert when it comes to focusing on the cumulative and growing impact on a project's continued production, and in the end, everyone in your community benefits. The REC team consists of experts in Federal and State PURPA (Public Utility Regulatory Policy Act of 1978) regulations, avoided cost analysis, transmission services, interconnection and interconnected operations, utility power costs and regulation, power purchase agreements, utility integrated resource plans and much more. REC is determined to stay ahead of the complex and rapidly changing world of small scale renewable energy generation and insure that small renewable generation projects continue to make an important contribution to our region's energy future.

Member Benefits

Individualized member project support for all elements of purchasing utility interfaces from power purchase agreement, interconnection, service and operational problems, and payments or billings.  Immediate access to top flight industry experts to provide assistance.  Coordination applied and strategies developed.  Representation of all interests within the jurisdiction of state utility commissions.  Preservation and enhancement of short and long –term interests through active and expert participation in utility and renewable energy dockets, cases, and legislation.  Clearing house for information developed or attained by all members and associated interests.  Facilitation of joint financial participation through internal allocations in state and federal PURPA regulation and related activities impacting renewable energy.

 
 
 

Mission

The Coalition's mission is to be a “one-stop shop” providing two critical services to members associated with their needs. First, to have state and federal utility commission representation and activism in state legislation. Second, to provide assistance on all interfaces with purchasing utilities, from agreements to billings.

 
 
 

Organization

The Coalition is a highly recognized, effective, expert and well-represented entity in all state utility commission matters involving the implementation of PURPA. The Coalition monitors and intervenes in all dockets, cases and legislation potentially impacting the future opportunity of members to sell their electricity to state-regulated utilities under fair and reasonable conditions.

We started in June of 2009 with just a handful of members. The Coalition has grown quickly and is now composed of over 40 members who own and operate nearly fifty qualifying facilities. Many of the projects are small hydro projects, however, member projects represent a wide array of technologies. These projects are located in the states of Idaho, Oregon, Washington, Utah, Wyoming, Montana, and Colorado. Most member projects are 10 MWs or less in size, and most sell their electricity to Idaho Power, PacifiCorp (Pacific Power and Rocky Mountain Power), Puget Sound Energy, and Portland General Electric, under PURPA.
